It’s pretty blurry, but I’d guess it’s a mixture of dog/cat hairs (if you have any), spider webs, and simple air debris. I wouldn’t worry too much about it, especially if the cactus is healthy.

@stephonicle thank you for responding. Unfortunately, I threw it away, the thickness was like a spider web and white, I had the plant next to others and they were fine.
