Hi Zoey! No, your bonsai is NOT supposed to turn brown. Looks like it got too much direct sun, not enough water, or both. Your best chance of saving it is to cut off all the brown dead stuff and see if it grows back.
@Zozozozo2015 agree with @stephonicle. But check your roots to ensure that there is no root rot. Then proceed with getting rid of the dead stuff. If you have root rot weโ€™ll ask @SuperbRaspfern or @stephonicle or #Bonsai group
I hate to be the bearer of bad news but a Japanese Garden Juniper MUST be kept outdoors or else they die. This is one bonsai that just won't live long indoors, I'm sorry.

They need to have really great airflow (wind) and usually live in humid areas (houses are too dry). Plus they need direct sunlight. Example would be the sun shining straight down on them.

They also need water long much more frequently than every 11 days. Japanese Junipers are bad at storing water so need watered more often.

To be honest yours looks dead already to me. Take your fingernail and scrape the stem a bit if there is any green than there is still life. If there is no green it's too late.

I trimmed off the leaves to see if they would grow and I also added water(Praying for mercy!!!)
But idk if it's dead but I paid like 50$ for this bonsai!!!
