Why does my guy look like it’s rotting at the base?

I think it is rotting at the base. Trust me, I do not know much about cactus, but I have learned that if it rots like that you should get cactus gloves and gently cut off the mushy rotted parts off and ( I forgot what it's called to grow a plant from a small peice of it but do that) and just i don't really know. Hope what I added helped tho?
