It does look like it- depending on the watering conditions could be wet or dry rot. I would carefully unpot and check. If it’s completely separated from the roots, let it dry/callus over for a week +. Plunk down in the dirt and don’t water again for weeks. Make sure it gets plenty of light- either south facing window or a grow light. Slowly start introducing water again. I hope it’s salvageable- it’s a cool plant!
I suggest you repot it, same pot but your soil need to have a lot more perlite, pumice, or gravel. I do mine in a 50% cactus soil mixed with 50% perlite and pumice. These guys don’t like to sit in water. Also, add a stick or 2 right next to it to hold it up. I have 3 bamboo rods holding mine as it’s so tall. Do what Deb said regarding the roots. And when you water, make sure it is almost completely dry before giving it a good drink. These cacti need 6-8 hours of direct sunlight- mine is outdoors on my east facing patio where it gets great morning sun but no sun after 2pm (Texas time) as it’s too hot. I hope this helps.
