Should I water or just leave like that?

When did you last water? The old leaves on the one at the bottom are shriveling up because the new leaves underneath are coming up. During this process (known as splitting), the new leaves absorb the old ones and get all the nutrients and water they need from them. Try to hold off on watering until the old leaves have shriveled up more. They'll eventually recede and completely disappear. Once that happens you can resume watering. Lithops have two dormant periods and two growth periods each year, and right now they're still in dormancy until mid-late spring. If it seems like they've stalled out lately, that's why.

Pretty much what @stephonicle says the bottom one is absorbing the old outer leaves so you dont need to water it. Top one should start tondo the same soon.
