My leaves are turning yellow with brown spots. The base has been dropping leaves for a while. I pulled back from weekly to every 2 weeks watering. What is wrong?

My FLF is starting to see these little brown or black spots on the stem. Two leaves fell last week, but it seems to have settled now. Are these scales? Can you help me figure out how to fix this?
