Just noticed tiny thin black spots on underside of leaves. Is this bugs, or something else? It’s not mealy bugs

Dying leaves Should I cut off the dead palms of this Palmiste Marron (if that’s what this is)? Tried to over winter two of these but more keeps dying from the bottom. Is this how it grows, by shedding old palms? I got this from a Home Depot and called a “spike plant”, which can’t be real name!
