My plant is dying . It looks the same whether I water or not. Am I over watering or under watering? Please help

Monday again 🫩.. I repotted some of my cacti together this weekend with my new Sol Soil mix.. I can’t wait to see how they do. My birthday is Wednesday & tomorrow I will be celebrating one month sober! It’s the first birthday I’ve had sober in 5 years so I’m very excited and proud! My ruby necklace has a lil flower! 🌼 My moonstone also has two forming flower stalks I’m hoping I will get to see atleast one of them bloom before it gets too cold and I have to bring them inside because I’m not sure if they will continue to flower or try to flower indoors. 😬 I took my Echeveria Blue Atoll out of the pot I put my cacti in, and had to go out to buy a new pot since I didn’t have anything big enough for it!! It’s Friday Eve finally 🙂‍↔️ My boyfriend took me to Home Depot to pick up some necessary supplies, I got fertilizer but sadly they were out of perlite … how does a garden store run out of perlite?!😟 Anyways so instead I used that as an excuse to get some plants… he put a limit on my plants so I only got two 😒 lol jk… someone needs to monitor my addiction… I got a Othonna Capensis ‘Ruby Necklace’ & an Aloe ‘Purple Haze’ I redid the big pot yesterday & finished it today with a string of things because I felt like it needed it, & I love the pop of color. It also has Echeverias, (3) and a pachyveria of some sort, in the middle not sure which kind. I have been blessed with plants this year! Yesterday (June 13) was my birthday, and my bestie @theloveofplants sent me TWO big boxes of plants! One was delivered yesterday and one is still en route. Pics 2-5 are only a few of the beauties she gave me, and omg. I’m so grateful and happy to have these lovelies! I can’t even pick a favorite, and I can’t believe I still have another box of plant goodness to look forward to! Just opened up this awesome #PlantMail from #thenextgardener and I’m so relieved because I forgot to get a heat pack and the company doesn’t guarantee their plants, even with a heat pack(didn’t know that until after my order, but good reason to not buy from them during the winter months!🙄) so I was feeling very nervous about the wellbeing of the plants as we were having some very cold weather lately, but thankfully that has improved the last couple days to above freezing at least! Which seems to have been just in time to take it easy on my rather large uninsured package.. here are some #aeoniums, #deceptorcrassula , #rubynecklace, a bunch of beautiful #echeverias, many displaying the early signs of #flowering, a couple crested echeveria, pachyphytum compacticum rose, some #lithops, a #littlegem, and a nice variety of cuttings that are with the small heart shaped wreath that I plan to hot glue the cuttings onto! Overall I am very pleased with everything I ordered and now have to figure out where the heck to put them all! As I had more space when I ordered them a couple weeks ago than I do now… space doesn’t stick around long here lol.😆 anywho! My Ruby necklace is not happy. Although she has new growth, some of her leaves have dropped & I picked the yellowing ones. I thought it might be from over watering. I let her dry for 2 weeks. What can I do to help her be healthier #RubyNecklace
