Question have you noticed a hard shell on the areas with the infestation of the scales? Another thing that you are going to have to do is gently scalp the leaves to break the scales, then you can use a cotton ball swab and put a 70% isopropyl alcohol on the cotton ball swab to treat the scales for a light infestation of the scales and for a heavy infestation you are going to have to make a delicate intercede soap.

The photo is kind of blurry so it's hard to say for sure, but I'm thinking these look like shed skins of aphids. Could you take a clearer photo? That would allow me to say for sure if that's what they are. Aphids will often congregate along the stems just beneath leaves. They're fairly easy to spot with the naked eye, but a magnifying glass could help. Aphids are easy to deal with, you just need to spray down the plant with water and then use q-tips dipped in isopropyl alcohol to swipe up any bugs you see. You'll also want to isolate the plant away from any other plants, since they can absolutely spread.
