@NewArugula95 yes, that looks like overwatering damage to me. Roots need that wet-dry cycle to spark vigorous healthy growth. If they remain wet all the time, there is no need to grow to find more water, you see? They can become weak. I would add more perlite, and let your monstera dry out practically all the way before watering again 🤗
