Yellow dust on Stephania Erecta

Could this be a fungal issue ?
I’ve only been watering once a week. I live in a high humidity location and the best couple of weeks have been raining with little Sun.
How can I save this? Your help is much appreciated!

@Desiree23 hmm, looking at the close ups it actually looks like some type of mold or mildew, maybe downy mildew? Have you tried wiping it off with a wet cloth? Just to rule this out before moving forward with treatment...is your plant in a location where pollen from another plant might land on the leaves? If not, then yes you're likely dealing with a type of mildew/mold. So scratch the neem oil solution β€”what you need is copper fungicide. Also make sure you isolate the plant asap since spores can easily travel and land on other plants.
It's kind of hard to see in the photo, but if I had to guess I'd say it was a pest issue rather than fungal. If you have some neem oil, make a solution with 1/2-1 tsp neem oil per quart of water and spray leaves top and bottom.

@stephonicle I just watered 3 days ago . Will it be ok if I sprayed the water neet oil mixture ?
I have not tried wiping it off. Should I do that before using fungicide?
