Can the stalk looking portion growing out of it be propagated? If so, how? #

It looks like it’s growing a new stem. Wait for a leaf to form that is 1/3s the size of the plant. Then you want to snap it close to the stem (I do this by pushing down to get a clean snap). Then stick it in a small pot with succulent soil. DO NOT WATER for 2 weeks. This forces the succulent to grow its own roots in search of water. Then slowly incorporate water, not much at first since its roots will be small. In about a month, a root system should be present. Tug the succulent gently to check and if there is resistance, you’re good! Hope this helps! :)
@GnarlyJacaranda Thank you- do you mean snapping the stem itself or one of the leaves from the new stem?
