I’m no expert when it comes to trees, but I don’t see why it would be underwatered right after a storm. My guess is possibly temperature stress! (caused by suddenly changing temperatures) it definitely seems to be putting on some fall colors. Has it been especially cold, or have there been sudden temperature changes recently?
Was it red before or after?

It's normal for Acers to turn red. Heck, that's the point of growing an Acer. They turn colours in the fall. Some yellow, some purple, some crimson, but it's normal habit. I won't get into the science of it, but all you need to know is that in temperate regions, it's a popular tree purely for this
