Don't cut the leaves back, unless you're just really opposed to moving into a bigger pot. Can you see roots coming out the bottom drainage holes? That's the easiest way to tell if your plant is ready for a bigger pot. What do you mean that you're worried about "both of these"? Is there another plant you're asking about?
Hey, I recommend you repot it instead of cutting it back! Depending on how cramped the root are, give it more space.
