Mealybugs? I’m not very well-versed in houseplant pests yet… are these mealybugs? It looks like white dandruff on the leaves and inner parts of my plant. If so can I treat with soap? Neem oil?

My pocketbook plant is dying 😭 She hasn’t really been okay since we bought her and put her in an actual pot with new soil. I’ve been watering when her leaves get droopy, but she doesn’t seem to be recovering. She’s dropping flowers and her leaves are starting to brown on the edges. Any advice?
