If you can scrap it off with your fingernail, then it's a scale.
I wouldnโ€™t try scraping with your nail maybe a toothpick because youโ€™ll get a spine under your finger nail ๐Ÿ˜ณ๐Ÿ˜ณ Iโ€™ve done it before and ITS MISERABLE
A toothpick will do ๐Ÿคฃ @TidyTigerpear
@SvelteKingfern & @TidyTigerpear I tried and it did not budge but I was afraid of damaging it so I wasn't sure how much pressure to use
Not much pressure.

So, it isn't scale; it's good news. It looks, most probably, like physical damage. I can't see with much clarity, but if the outer rim is yellowish and translucent, it may be bacterial or fungus. If there is no sign of translucency, then it's a healed physical damage (nothing to worry about).
It almost looks like a pimple or growth from within and it's on my little cactus, which came from the original plant. Some of the arms fell off & I propagated them and the smaller one is worse. Fungal maybe? 3rd Pic is father plant, 1&2 are the little baby arms in the very back of him
Iโ€™ve never seen anything like that before ! I thought it was spot but itโ€™s actually like a growth ๐Ÿ˜ณ๐Ÿ˜… or pimple as you saidโ€ฆ Iโ€™m not sure what this could be it still could be some type of fungal thing , it almost looks like root nodes starting to grow but I donโ€™t know if thatโ€™s what it is, It just reminds me of it.
@SvelteKingfern ^^ look the other pics she posted , what do you think ??
I too thought at the beginning that it was on the surface. It is a healthy tissue for sure. It's not an infection of any kind. It could be root nodes, or flower buds. It's too early to say for sure. The cactus looks perfectly healthy. If these things are root nodes (we'll see in the future), this may indicate that the cactus needs more water, and grows aerial roots in search for water. @TidyTigerpear
Thank you so much ladies... I will post updates. I guess we shall see
