Welcome to the #GregGang if they are not supposed to be there you can spray it with some Neem oil, let it set for about a 1/2 hour spray off with clean water. And maybe do it one more time in about a week. It could be mealy bugs... If it is they will turn brown after you spray them. If it stays white, it's probably part of the cactus.
