That's mold on the soil from it staying wet for too long. Doesn't necessarily pose a threat to your plant on its own, but is a good sign that you've been overwatering. And if the tree is dying, it's possible the overwatering has lead to root rot.

You need to get it out of that soil asap and inspect the roots. Healthy roots are firm and white, whereas rotten roots are darker in color, mushy, and/or have a foul odor. If you find rotted rots, they'll need to be removed before repotting the plant in fresh soil (it's also a good idea to sterilize the pot before putting it back in). Remove any dead or dying leaves as well. Ficus trees like their soil to completely dry out between waterings, so be sure to always check it first before watering. A moisture meter is very helpful, or you can use a wooden chopstick inserted halfway down to check for moisture.
