What's up with my #hydrangea?

Can someone tell me what's living on my #hydrangea? Should I do something against it (like spraying black soap)?

Looks like you’ve got aphids or maybe scale insects on your hydrangea. You can spray with diluted black soap or insecticidal soap weekly. Also check under the leaves and prune any heavily infested parts!
