Is my Echeveria dying?

My Echeveria has been losing leaves recently. I thought maybe she's just preparing for the growth season but today I have pulled out a leaf that looks rotten at its end if I see this correctly... I am worried the core might be rotten too - what do you guys think?

It tried to flower earlier in the year but the flower bud only grew a little bit then dried out. I can see a new flower bud in there and wonder if the same thing will happen to it.

It's likely nothing more than the oldest leaves at the bottom dying off, which is a completely normal part of its growth cycle. Aside from that, leaves are also more likely to rot if they sit directly on the soil, so when you repot try to leave a bit of space between the lowest leaves and the surface of the soil.

I'd recommend removing those rocks from the top of the soil. They can restrict airflow to the soil and contribute to rot issues. The next time you repot, I'd also suggest using a terracotta pot instead of plastic. Plastic is non-porous and holds onto moisture longer. Terracotta is porous, which helps the soil dry out faster. She looks like she's getting enough sun based on her coloring, and although I don't see any obvious signs of rot, making just a few tweaks will ensure she remains healthy and thrives ๐Ÿ˜Šโค๏ธ
Is it a pest? Some of the leave tips look damaged and one on the side. Try some neem oil spray
