Brought this Dracaena a week ago and today I noticed the ...

Looks like it's beginning to rot from the base and working its way up. I normally let new plants acclimate as well, unless there's an issue like this one. I'd recommend getting it out of that pot and soil asap. Inspect the roots while it's out of the pot and remove any rotten ones you find. They'll be darker, mushy, and easily fall apart in chunks when gently tugged. Healthy roots will be white and firm. Once root rot has spread up through the crown of a plant like this, it's not usually a good sign. But it's always worth a shot. Where did you buy it? Since you've only had it a week, there's a chance you can return it and exchange it for a healthy plant. Unfortunately this happens a lot, especially with plants from big box stores, because commercial growers use very moisture retaining soil. Good luck, and let us know what you find when you unpot it!
@stephongreg thank you, I will be repotting today
