Unsure what is going on with the Nellie Stevens Hollyโ€ฆ

Hey Greg Gang! I have recently moved to southern, OK. My familyโ€™s farm plants need some TLC. Iโ€™ve included some pictures of a Holly hybrid that we planted about 2 years ago. They have lost a few bushes already. I was informed they did have Scale last year and this is different. Not sure if itโ€™s a fungus, bacteria, or bug. Any help would be greatly appreciated! TIA.

We do have some grasshoppers. Not as many as usual!!! They have crippled the Crepe Myrtles.
My first thought is a fungus. My second thought is inconsistent soil moisture. Has your area had either a lot of rainfall or drought?
@BeeBalm This holly thrives on neglect. Southern OK has been in a drought for a bit. The rainfall this year was not enough to break. It. They have been getting watered properly for the heat we are having. We think it is a fungus also. Just wanted another opinion. Thank you. Headed to get supplies to treat.
