Can I still save this plant? Is this root rot?

My Hens and Chicks plant (Rosa) hasn’t been fairing well with our recent move either. I’ve been watering it but its soil continues to dry out very fast it’s still in its store bought plastic pot, and I know that’s terrible but we haven’t had the money to get it a new one yet. It’s soil becomes so dry I can’t even stick my finger in it, it’s very hard at the surface layers. I am trying to figure out if this is root rot and how I can make her feel better if I can. Any suggestions are greatly appreciated, thank you. First photo is from adoption day, second is when I first noticed she wasn’t doing well. Last three are last couple of days. I’ve been trying to stay consistent with her but to no avail. I don’t think that there is any way of making this plant heal back to normal.
I think it need more sun, these can only thrive outdoors.
You can totally save this plant ^ don’t listen to them.
It shouldn’t be kept outdoors though. acclimate it to full sun outdoors over time, start with morning sun, and move it to shade during hottest hours of day. This process is to avoid burning or shocking the plant, since it’s a new stronger, light source. I would do this for about a week or so.. (After it has adjusted, these will do just fine in full sun throughout the day.) Also I wouldn’t water it, right now. The less light, less water. You risk overwatering. You still have green new growth? So if you get the lightings condones correct it can thrive. These are hardy plants , and most hen & chicks cannot thrive indoors. They just will never get enough light (the leaves point downwards, greening/yellowing in the center, all these are signs of insufficient lighting.) . Mine stay outdoors. They die back during winter but come back every year. I live in zone 8b
@TidyTigerpear I also live in zone 8b, thanks for the advice I will try and adjust and see if it can sprout green again. The green that was on it was also turning yellow/tan and I barely touched it when trying to pull it up to look at the roots and ALL of the remaining leaves came off as if they weren’t attached 😞😞
@user200a2575 are there any roots on it at all? Them being brittle like that could mean they are dry, or it could be from a lack of light. (Referring to leaves falling off leaves)
@user200a2575 Hi Marissa, I just picked up a hens and chicks in a similar situation but if there is no life left in the roots, that's usually the end of the matter. But saying all that, there is no harm in trying!

@TidyTigerpear yes there’s actually quite a lot and I think most of them are still pretty strong
@TidyTigerpear there is the root ball and a bunch of roots still attached. All of the leaves are now gone
