Hi! Yes it’s pretty common for a brand new leaf to be shorter; it will get taller as time goes on 😊
Usually if this happens [new leaves of alocasia actually grow their petioles longer BEFORE they unfurl], it either means it's stressed [accompanied by smaller leaves] OR it's in a brighter condition than it was [similarly sized or larger leaf]
@Araceae so since leaf is same size as older leaves, it could just unfurled early because its getting more light? I did just recently buy it and this is its first leaf for me.
@BeefyDevilsivy1 that could be it. Leaves generally are smaller and they produce larger stems or petioles to reach more light [called bolting]. That's what could've happened with the older leaves.

But if you're not sure, and you notice a stagnant growth, you can always cut back and they'll grow back again
