Yes. They are safe for pets but in rare cases they can cause skin allergies. A dog has to literally jump into the plant and have the leaves rub on them to be affected. I have two dogs and a boat load of hollyhocks and I’ve never had an issue in the 6 years I’ve had the dogs. I grow mine from saving and regenerating my seeds every year
