@NeighborlySalad Being wet or to dry could be either or . Let’s some one knows the percise nature of your problem .! It could be a lot of things without drainage hole holes
@NeighborlySalad like @ILoveMyPlants said, it could be several things but are you using a skewer/knitting needle to check which percentage of the plant is dry? Think of it as testing a cake, if it sticks it’s not ready, if it doesn’t it is dry. I’m not too familiar with this specific type of plant but although it may seem dry, there might be water stagnant at the bottom of the your pot.
