Sunburn?

Is this plant sunburn? It keeps getting yellow/purple leaves and the other plant is not.

Hello, it is not a sunburn, but a fungal infection, some call "rust" due to poor air circulation, suggestion to manually remove the affected leaves

There is no way to keep it from coming back. In some cases the infection spreads from neighbouring plants. But removing the affected leaves should work.
Just like with humans, there is an ecosystem within the blackberries: as without some the plant won't bloom and won't produce fruits. From my experience, manually remove the affecting leaves, and keep the leaves from touching the soil directly.
