I recommend taking the pebbles off the soil. Peps love well draining soil and bright indirect light. The pebbles will slow the drying rate.
As for propagating, there's several ways. You can even cut a peperomia leaf in half across the veins (not parallel to the veins) and then prop that way in some sphag moss, but easiest way is to take a cutting, let the end callous over and water prop or in a moist potting medium until it develops enough roots to sustain itself. They have a fine root system that can dry out very easily if it doesn't have enough.
