I recommend taking the pebbles off the soil. Peps love well draining soil and bright indirect light. The pebbles will slow the drying rate.
As for propagating, there's several ways. You can even cut a peperomia leaf in half across the veins (not parallel to the veins) and then prop that way in some sphag moss, but easiest way is to take a cutting, let the end callous over and water prop or in a moist potting medium until it develops enough roots to sustain itself. They have a fine root system that can dry out very easily if it doesn't have enough.

Also best to give it drainage (even if it's just a nursery pot inside a decorative pot). It'll make it easier when it comes to repotting because of its fine root system, but also just to help with any potential overwatering
