Frozen Soil okay?

Hi all! I have a question about my outdoor plants. I’m a newbie with outdoor potted plants & don’t know if frozen soil is okay? I have creeping phlox in hanging planters & creeping Jenny. I left for vacation & came back to my plants looking yellow & droopy. I’m in zone 7b in Virginia & rained recently (according to my plant sitter) & been erratic weather. It’s my first winter with them, so when I got my moisture meter to check the soil it was frozen solid. Do I bring them indoors to thaw out? Get all ur plants inside!! They wont resist
Cold and frozen are different. I would bring them inside ASAP.
Even if they are perennial, the pot put of the ground could cause the roots to get colder than usual. Perennials in the ground are more hardy, in my experience. I live in PA so we gets lots of cold weather here. I try not leave anything in planters over the winter.
