Yes, leaves are wrinkled from too much water.
If watered too frequently, soil doesn't dry in between. Roots start to rot and can't absorb water. The soil is moist, but the plant is dying from thirst (not functioning rotten roots). Stop watering IMMEDIATELY, and wait till top 2" of soil dry as a bone.

Wait for at least a month, then check the soil.
Yes you're right, that is a sign of thirst. But your card said watered one day ago so it might take a little time for them to plump back up. Hope this helps @GleefulCatthyme.

Greg says to water every 9 days. That's muuuuuch too often. Your echeveria needs to be watered once every 3 weeks.
@SvelteKingfern If that’s the case, might the leaves be wrinkled from too much water, not too little? The last time I watered it was four days ago—how long should I wait?
@SvelteKingfern This is what the roots look like. Do you think the plant can recover? They aren’t entirely dark and squishy.
They're nice pink roots. The plant will recover.

You've said in your Oasis, that the soil is the succulent soil.
At this stage, no need to change the soil, just let it dry for 3 weeks (not less, be patient). Then check the soil (2" deep). If slightly damp, wait another week. Then water profoundly. Then wait till soil completely dry (1 month or so).(check with your finger) Then water profoundly, and so on, and so on.
@SvelteKingfern Gotcha. If any leaves fall off in the meantime what should I do?
Put them on top of dry soil (another soil, another pot) away from sun and wait for the roots to grow. Propagation. I've never done that before, so you need to ask a new question. Greggers know the answer.

So was I. Leaves that fall off always get wrinkled.
@SvelteKingfern I was under the impression that leaves that became wrinkled from over-watering couldn’t be propped. You said the roots still looked good, so I assume that if I go another month or so without watering the plant it’ll bounce back, but I imagine some of the wrinkled leaves might drop off before then.
