I think it's dead
So my tree was sick a while ago and we did the neem oil and cinnamon that my plant guy recommended and it worked. Along with trimming everything off and letting it grow back. Now a year later the same thing happened and we did it again but this time nothings grown back and its been months and i can't tell if it just died I've been watering it and such but everything looks dry and nothing is growing.

Based on the photo it looks dead you could hold out hope and do change of scenery maybe new spot more light and stop watering it for a while.
