I’m in Utah, so I am speaking from experience here, where I live. That rust colored leaf here, indicates a fungal infection that is spread through spores in the wind. Treating with an anti fungal will help treat the whole plant but not fix the leaves already damaged. It will ensure new growth is healthy. I think it’s called rust fungal disease and it’s common here so people usually treat at the beginning and throughout the season.
