When a plant's new leaves are smaller than they should be that's usually due to insufficient light. However, with all the new growth it may just not be getting enough nutrients from the soil to produce the bigger leaves. You said it has a small root ball. It's in a very small pot. Try putting it in just a little bit bigger pot with fresh soil. There should be only about an inch of space between the inside of the pot and the root ball.

Small leaves means not enough nutrients. Fresh soil and a bit bigger pot will help. I agree with @Lifeis2short
