Can anyone identify what the black hook-like growths are ...

A black, hook-like growth on a plumeria is almost certainly a deformed or dying new leaf bud, typically caused by Black Tip Fungus (dieback) or cold/stress damage. It often shrivels and curls into a "hook" shape as it dies.
Google said to treat with a fungicide.
I’d google: black tip fungus and go from there. I think it should be ok!
