You can see it’s starting to rot
You can let it dry out and it either survives or it doesn’t. Since that looks like it has no leaves, you could also try just chopping off the top 2ft (healthy part) and attempt to root that into a new plant (you are going to want to do some research on propagating plumeria, you need to let it callous before trying to plant it and may want to get rooting hormone)
You may want to chop it up to where you see a healthy stem. Let it callous before potting. Use a well-draining soil. Soil.
