Ceropegia woodii f. variegata is a succulent. You should water the plant deeply, then wait for the soil to fully dry before watering it again to prevent rot.
If it us still in the nursery soil, it is very likely far too moisture retentive and dense. You want to put it in a succulent mix.

That being said, the most likely issue is insufficient light.Β The long, sparse vines with large gaps between the leaves (a condition known as etiolation) are a classic sign that the plant is stretching to find more light.Β 

You said that it is 1 ft from indirect light. It is recommended to provide at least 5-6 hours of bright light daily. Luck to you
