Queen Elizabeth not growing

Hi everyone, this queen Elizabeth isn’t growing. I’m unsure why? Can someone help?

How long since you planted it in the ground? It might be focusing on establishing roots right now, so you won't see any growth above the surface until it has the root system to support it.

@stephongreg it’s been about a month or longer. I planted two and the other one is THRIVING but this one seems to not want to grow and I’m unsure what’s wrong with it

@RoundGrass24 were those stems cut recently, after you planted it or before? Were they pruned or did they die? From the looks of it, around half the bush was cut back, which could explain the slow growth. Do you have a photo showing the other bushes for comparison?
