As someone who’s also growing rosemary… hard to say. Many sproutlings look similar at this stage with just their cotyledon leaves. You’ll know for sure once the true leaves grow in, which could take another 4-6 weeks if it’s rosemary.
I prop up top-heavy sprouts with one or two small bamboo sticks. Think meat skewer or toothpick. Sometimes one is enough, other times I cross them to make an X the sprout can lean into.
