Will this plant do better outside versus indoor?

Based on the photo, are you sure this is a Dutchman’s pipe cactus? The photo looks like a curly locks orchid cactus to me, but it can be hard to tell from a small photo. Regardless, both are from the same Epiphyllum family and either cactus should do fine indoors with plenty of light. My curly locks orchid cactus is doing really well under a grow light, and did well before that in a window. ☺️

If you put it outdoors it'll need shade from direct mid-day and afternoon sunlight otherwise it'll risk burning especially during summer. As Malorie mentioned, it prefers bright but indirect light. Direct early morning sunlight should be fine as it's not as intense at the start of the day. I had a DPC indoors in a south-facing window with a sheer curtain closed and it was pretty happy there.
