Yes, you should cut off the dry, brown, leaves. Those leaves are dead and will not turn green again, removing them benefits your bamboo plant by allowing it to redirect it’s energy toward healthy new growth. To answer your question, browning could be caused by overwatering or underwatering, low humidity and dry air, too much fertilizer, poor water quality, or simply natural aging.
