Inherited a very sad looking Dracaena!

Ok... I'm hoping you can advise me here! Amongst my many recent "rescues" is this very sorry looking Dracaena! I actually got two from a local guy who was hoping I could save them... The worse if the two I decided to chop, as the leaves literally all came off! π And the remaining stalk is currently sitting in my recovery room whilst I pray for new life (the stem and roots seemed ok!). But back to this leggy wee guy...
Having isolated him for the required period to ensure he was pest free ... I still can't decide what to do for the best? As you can see he lost almost all of his leaves! But since bringing him home he's settled, despite being really leggy, and there's a bit of new growth up top. So... What do I do? Do I wait for more leaves to come through? Or do I be brutal and chop him too?? He's not lost any more leaves, and there is definitely signs of fresh growth so I'm hesitant to brutaluse him just yet! Lol but really want to do the best for him. I also haven't repotted him yet (and him about 3 weeks now) as I didn't want to send him into shock and have him just spiral away from me! I like to get new plants into my own mixes (as I'm not sure what potting mix has been used) and I haven't inspected his roots either because of not wanting to damage him further... As long as he seema to be trying to survive I'm tempted to wait for him to recover a bit more! But maybe I'm being too cautious??
Experienced Dracaena parents please help! Please say he's not past saving? Surely not?!

Thankyou @katbug83! I'll repot then... But avoid the chop (for now at least! Lol). I'm sure he's not root bound... If anything the pot is probably a bit on the large side, but it's so impossible to tell until I get him out because he IS tall, but without adult leaves it's hard to know!
He's also really twisted and leggy... But I see chopping him as a last resort as I'm really afraid I'll kill him! Lol and he's trying SO HARD to hang on!
The more I think about it, I should've repotted sooner really... I just felt he was barely hanging in there and didn't want to add to his stress! Lol but thank you! π₯° You've made my mind up for me, it's time to get him out, check his roots, and get him in my own Dracaena mix! π Xx

I would definitely would repot. For all that stick with no leaves there is a product called βcrazy Keiki cloning paste βyou can get on amazon. It can be put on the nodes and it is a paste so it will stay on and you should have new growth in 3 weeks or so. You could give it a try. Good luck and let us know how it does. Iβd like to see new leaves. π€ͺβ€οΈπ±π±π
