Welcome to Greg! I would Love to see your Palm. The fuzz underneath the leaves is normal. It helps the plant retain moisture. I hope your plant lives long and prosper.

It sounds like you have a case of root rot what you going to want to do is smell your soil if it smells like it's rotting then obviously you've got root rot. And when you do you going to have to pull it back out of the pot and you're going to want to cut off whatever is brown and mushy you know not the confirm and make sure you get all of the brown mush part off if you don't it's not going to get the proper nutrition that it needs through those brown mushy roots. And then you're going to want to put it back up and to fresh potting soil and I say fresh I mean don't reuse any of that it will only probably cause the rot to come back. I usually use the potting soil after it like dries up and then I'll throw it into my compost bin and then you know wait for it to become good compost and then reuse it but don't reuse it right away anyways. Iโ€™m wondering if the small white powdery specks on your leaves are mealybugs. These tiny insects suck the life out of your plant and they can spread quickly. So, QUARANTINE your Cardboard Palm to protect your oasis. I hope Iโ€™m wrong. Iโ€™m asking The Greg Experts (Kiki and Clairsheart) for their opinion. Again, Quarantine this plant ASAP. (I quarantine all my new houseplants) This condition can be treated with Neem Oil or insecticide.
