After the blooms die back, do I cut the stalk?

Yes, once the flower stalk dies it might work on making a seed pod (they don't always) and you can prune it once it has started to brown. Sometimes I just let it turn all the way brown and pull it off when it's ready.

I'm in the South of France. The idea around here is to cut off only the dead flowers along with the seed bulge growing between the stalk and the flowers themselves. This way, you retain the green stalk and its chlorophyll will help feed the bulb and the rest of the plant. As the stalk dies back, it also passes all its sugars back to the bulb, feeding it ready for next season. Once the stalk has gone brown and floppy you can generally just loosen it from the bulb and it pops off.... or you can just cut it.
