Plumbago auriculata, commonly known as Cape Plumbago or Sky Flower, is a sprawling, evergreen shrub native to South Africa, prized for its clusters of pale blue, phlox-like flowers that bloom from spring through fall. It thrives in full sun and well-draining soil, can be grown as a shrub, ground cover, or trained as a vine, and is moderately drought-tolerant once established.
The real question concerns your location ie your usda hardiness zone and whether you have the sprawling Cape plumbago (Plumbago auriculata) usda zone 8-11 or down to 25°F (-4°C) and is root-hardy even lower, to about 10°F (-12°C) or the low-growing Hardy Blue Plumbago (Ceratostigma plumbaginoides) that is much more cold-tolerant, thriving as a perennial in Zones 5-9 or down to -20°F and -10°F (-29°C to -23°C).  That was quite the run-on sentence.... anyway, luck to you!
