Looks like a watering issue.
The Kumquat should never be allowed to dry out completely. They need consistent moisture.
Since she is outdoors she will dry out sooner than is she was indoors. Due to wind and direct sun.
But looking at your weather patterns it looks like it rains a lot in March in your area if that is the case your tree may be staying too wet. Causing yellowing leaves. They don't like being really wet either.
