Does anyone know what is causing these spots?

This is my mom’s plant. Some kind of palm I think…

It’s a Dracaena, and what’s going on looks to be a fungal infection known as Fusarium Leaf Spot. Is she misting the plant or is it near high humidity? But not a ton of air flow?? You want to treat these guys with a fungal infection spray. Spray the leaves; remove the worst ones, then keep treating till they start to make new leaves without any spotting. Make sure to quarantine the plant for the first few weeks, as fungal infections can spread if she has other plants. I hope this helps a little 😊. Just a couple reminders: Water the soil, not the leaves: Remind her to pour water directly onto the soil at the base of the plant. Splashing water on the foliage can splash fungal spores around and create the exact wet environment the fungus needs to grow. Wipe down the nearby area: Since fungal spores are easily carried by the air, it is a good idea for her to wipe down the table, shelf, or floor where the Dracaena was originally sitting using a mild disinfectant.
Thank you so much for your help! @Idplantthat
