Winter watering, mine still seems thirsty?

#PricklyPear I’m located in Phoenix and have kept my variegated Joseph’s coat cactus outside since the spring and brought it in about a month ago. I had to consistently water it to keep up with Phoenix heat. It’s been under a grow light since bringing it inside. I’ve cut back on the water (was every few days because of the heat) to what has been once every two weeks but the pad offshoots seem to be curling and I can only guess this is from being thirsty? Does anyone else have any other thoughts on why they would curl? I added a photo of what they look like today versus even just at the beginning of the week. Thanks in advance!

Succulents don't curl; when they are thirsty, they wrinkle. Your plant might be looking for more light. How close or far is the current grow light, and is it specialized for succulents? You also shouldn't water it too frequently because cati have evolved to be drought tolerant and enjoy arid and hot conditions.
