Hello @AceGrass11. Most cacti are slow growers so I don't think you're doing anything "wrong" but, I must ask, why are you giving it ice cubes? I would advise not doing that because the cold might shock the roots. Imagine someone putting an ice cube down your shirt ya know.
Also @AceGrass11 I think that might be a Parodia Leninghausii (Lemon ball cactus) instead of a rainbow cactus. Not sure if you know this but that flower is hot glued on.
