On Fern, they are called Ramenta (plural). Ramentum for a single one. They serve as a protective mechanism from predator i guess, for fern. It also helps them regulate moisture.

A "ramentum" refers to any of the thin, brownish, often fringed or laciniate scales that are borne on the leaves or young shoots of certain ferns and consist of a single layer of cells. While the specific function is not fully understood, ramenta likely provide some protection to the young, developing parts of the fern.
