I like to wait until the main roots have little tiny roots growing out of them. But generally if it’s at least a couple inches long you should be okay to transfer to soil.
I agree with @nila. The roots should be well established before potting in soil for the best chance of success. Roots should be grown about 2-3 inches long as a guideline. In my experience, that takes between 1-3 months to root in water depending on the plant. Here are some of my philo and monstera cuttings that I’ve been rooting. Those are the kind of roots you want to see before potting in soil. These are ready, I just haven’t gotten around to planting them yet.
